On-Premise NOTICE Log Upload Level

On-premise deployments have a new NOTICE log level, between INFO and WARN, and it is now the default for diagnostic logs uploaded to AlphaSOC. This gives our support team more context when helping you troubleshoot. Installations uploading at WARN move to NOTICE when they upgrade, and you can change the level or turn uploads off at any time.
